WebDec 7, 2015 · Yes and No. There are several different systems in play. Settlers (Provisioners are identical to settlers) can't be killed by enemies (raiders etc). Settlers can be killed by you with friendly fire. Settlers MIGHT die if you fail to "defend the settlement".
